1. CARRFIELD MILL


I refer to our two recent telephone conversations following my letter of 6th April. I understand that you have recently been unwell but may I now press you for a full and detailed explanation of the position taken by your department in relation to the change of material at Carrfield Mill.

2. TIPSIDE PARKING


In relation to the application 10100303/1191 may I explain you that this relates to an important piece of land known as Tipside. This adjoins the Bramsche Square development land and is of very real importance in the overall development of Todmorden Town Centre. May I ask you to carefully consider the appropriate response to this application bearing in mind that certainly in my view in due course this land will have to be acquired by compulsory purchase given that the owner appears to be determined to cover it with housing. May I suggest you consult with the relevant officer Mr Paul Fleming to consider this matter.

3. PUBLICATION OF APPLICATIONS


I very much hope that you have now resolved the serious issue of delayed publication of planning applications and that you can confirm that this will not happen in the future. Such a delay if allowed to continue makes a mockery of the consultation process.

4. ABRAHAM ORMEROD/OLYMPIA CINEMA


In relation to the imminent Netto application may I formally advise you of the critical importance of that application to the town. Please refer to my recent letter to Mr Moore which was copied to you on the subject of supermarket development in Todmorden in relation to that matter too I anxiously await a considered response. On behalf of Todmorden Pride I seek your formal assurance of commitment to monitor closely any proposals and to require the developer to promote the very highest quality of design and material given that the property is in a conservation society. That is of course if there can be no objection under planning law to the application itself.

An early disclosure of the developer's proposal for public consultation would be clearly appropriate in this case.

5. WIND TURBINES


I would be grateful for an indication of the C.M.B.C. policy in relation to individual or domestic wind turbine applications. You will be aware that Calderdale co-operated with Rochdale in relation to their opposition to recent wind farm applications. That opposition was welcomed by a very large majority of local residents. What remains of concern is the piecemeal destruction of landscape amenity by individual applications. Would you please explain the policy under which you are working in relation to such applications.

6. SECTION 106 ARRANGEMENTS


I anticipate that there will be in Todmorden a series of significant opportunities to obtain contributions from developers for the benefit of the community. May we seek your assurance in the first place that you will press for the highest reasonable contribution in each case. Secondly, will you have in mind and give effect to the overall amenity needs in Todmorden which go far beyond the provision of a proportion of social housing. May I suggest you discuss this matter with the Regeneration Department and with organisations such as Todmorden Pride which are charged with improving the physical fabric of Todmorden. It may also be appropriate to discuss this matter with the Todmorden Transformational Board.

May I request an early and detailed response to each of the points raised in this letter. May I also invite you to attend the next meeting of Todmorden Pride which is to be held at the Golden Lion on Fielden Square here in Todmorden at 6.30pm on Thursday 3rd June.
